I don't know how long this site has been up but I just found it. I wish I would have found it prior to elections so maybe the town would have realized what everyone was covering up.

Looks to me like the town violated their own harrassment policy by giving a copy of this investigation to the Chief and Sgt. (This was listed in their lawsuit.) Then again from what I hear, it woudn't be the first time they violated their own policies.

Why remove this post? It was a legimate document that the town was hiding? Are you part of the coverup?

Doubt

I doubt it was a coverup. I think it fell into questionable legal tactics. Certain documents are not permissable to be disseminated among people without prior authorization by certain persons. If it is an internal departmental problem, ie. Sexual harrasment, the proper procedures is to make the document a part of a sealed record for that employee's file. A leak of this material could mean that someone that leaked it is being negligent in their duties as a supervisor our as a government official. Before you ask or assume who side I am on in the many discussions in all these forums I will let you know that I don't pick sides. I enjoy reading all of these forums and I agree with some and disagree with others. I know some of these forums have some incorrect information in regards to officer's of the police department not to include the Chief of Police and Sergeant. I have been in law enforcement for over 20 years and now have to opportunity to serve in a more legal court room presence if you understand. Just try to understand that certain things can be posted and some can not. It's just a legal matter. Whoever first posted that article more than likely knew better.

Not Found in the Trash?

Someone commented below that there is now way this document was found in the trash.

Also in the Chief of Police's recent lawsuit section 11 it states, "On information and belief, Plantiff's know that this document could not have been found discarded in the trash and allege that this document, clearly personal information from an official Town file, was deliberately released to that Website by unidentified Defendant or Defendants."

So let me get this straight...there is no way that this small Haymarket document could be found in the trash but the President of the United States' schedule of his every move can be found in the trash? Yea ok!

You do quite a nice job of writing satirical mini novels. Perhaps that should be your new career?

I am quite certain I have never discussed any Town business with you (Glen) on any occasion, except to discuss your software program that was full of errors and almost impossible to use.

As for you over-hearing me discussing raising registration fees...that is odd, as I intend to suggest getting rid of both the Town tag fee and the vehicle personal property tax for this coming year. These are two things I have been in favor of for over a year.

As for permits and license fees...you and I have never spoken about those, but I do believe our fees should be more inline with the County's rates. Businesses do get off quite cheap in Town and I think they should pay for more of our budget.

As for a straightjacket…I don’t think that would help you in any way.

The only time that you and I discussed anything about any software program was before it was installed on the computers at Town Hall. No prototype was asked for, nor did you ask to see one, nor did I show you one! Absolutely no errors were discussed then, could not have been because nothing was demonstrated to you.

However, in its very early stages of development, and during an official Town Council Meeting, I was asked to come to Town Hall and display where I was in its development and to take any additional requirements. Everyone there concluded that what was displayed was well done, and all of the Town Council Members and the Mayor concluded and encouraged me to continue. Most of those present (residents) in the audience applauded, and those moments my friend, neither you nor anyone else will take away from my memory.

Last I heard (that would not be since November 2005) over 854 records of 2004 and 2005 vehicle tag registrations and renewals have been data entered, and 87 business license applications are data entered - all reports, and forms/permits associated with all areas of the system are working perfectly! As well as all consolidated reports - report areas of no data entry as nulls or $0.00, all data entered values calculate, and all consolidated totals work, as planned. Incidentally, I have notes of everytime I went to do anything with the software, which include making changes and additions to the software that the data entry clerk wanted/ needed.

About the only thing that you have told the truth about in your message to me is that you have never spoken directly with me about any of your suggestions for increased revenue; not to be misunderstood that you had to.

As far as the increase in fees, and taxes - you and other members of the Town Council were looking for revenue and you suggested to increase virtually every area of fees and taxes, and did so after a funeral wake, and in my presence and in the presence of others, and you are the only Town Council Member that I have heard who wanted to increase virtually every fee and tax. Most wanted changes in some and all seemed to want the cigarette tax (not sure exactly what its called now).

It is important to know that you speak of your concern for the relief for taxpayers in respect to personal property taxes and vehicle tag registration, but did you not attend the official budget meeting last week with the rest of the Town Council? And, I understand that you were certainly invited.

I do know that one, if not more, of the new candidates for Town Council did attend; I saw him walking north on Jefferson dressed in a business suit. Now there is a man who choses to seek election and does so by getting involved with the real business of the Town of Haymarket.

If you want to talk about the issues you have spoken of in your message to me or anything else, you know where I live and the phone number.

I have wasted enough of my time on this unofficial town of haymarket web site.

Glen, check your facts...

As for your software system, I recall numerous discussions with you about the program. Some with David Taylor (via email), some in person with Mike Thompson in the office, etc. And not everyone concluded a "job well done" as I have had questions about your program since day one.

As for tax increases and fees. Check with Councilman Weir and Councilwoman Jarboe. Weir submitted increases in business tax rates last year. And Jarboe is modifying the current fee sheet to raise fees to a level more closely mirroring PWC. Again, please check all of your facts before posting.

Also, I have attended all of the budget meetings (um, there have been 2 this year). And will attend tomorrow as well. Yes, Ozzie was there last week. We appreciated his comments and it is important for all candidates to become familiar with the budget that they may be tasked with working with. Where were you at these meetings? Last week, all current Council members were there, except for Bryan. So, not sure where you got your information from. I am the one who has set up the budget work sessions.

As for my calling you to discuss issues within the Town, you are correct, I do have your number, as you too have mine.

Incidentally, it is funny that you assert that you have wasted enough time on the site...yet you are here every day. If you don't like it, you don't need to come back. I'm sure it can get along without your comedic replies.

This is the last email of 4 that transpired between us; it is cut and pasted email in here as it was when I opened it. I started to cut and paste the other email in here, but one is about the computers and LAN that the hardware contractor was to install, the other two only ask if I will be ready when the LAN is installed. There are no error messages complaints or concerns from you or anyone else concerning the database system delivered to town hall in either email!

The system worked; everything was delivered as per contract agreements. If not, then I would not have been paid until it did.

You were the liason between the Town Council and the Town Clerks Office, I am sure if the system was not operating per contract your recommendation to pay me would not have occured.

Months later - Mike Thompson was there to do data entry. Mike asked me to add a report that would allow the police officers to access a resident's registation of vehicle file by Haymarket Tag Number. It to, works as planned. And, I made sure you were made aware of this; there are no problems with the development of this requirement.

We had to do something to control your ideas for tax increases and fee increases, and I for one am glad that it worked. It is also nice to know that most of the budget is under control; its been an uphill endevour for all of the Town Council Members for several years now. And, what we have done is to ensure that a renagade Town Council Member did not get out of control or in control who would increase taxes and fees too much.

NOTE: That is the fact!

There you are again, I know for a fact that several days went by and I did not visit nor post to this web site! I asked you to call me, I figured that you would come back at me, but I did not think that you would say openly that I am in here everyday; so get your facts straight!

Now I am not going to come back in here and argue with you. Nor will I come back in here and address "whos who"'s rediculous messages again.

Rumor has it that you like to edit your messages a lot so I wanted to reply to it so you wouldn't be able to change it again. Maybe then someone might be able to file suit against you!

What are people afraid of?

What are people afraid of with releasing the so called sensitive note without all of the blackouts on it? If it was thrown out, as soon as it hits the curb it becomes public property.

So post it in its entirity, unless there is something to hide on it, which might be why certain parts were blacked out.

Get real.

I dont suppose, since this "document" was found in the "trash", that it would be possible to see it, unedited and in its entirety? Sans blackout and grey around the edges would be preferred.
