Police Chief Jim Roop Leads Bicycle Safety Program

The Town of Haymarket's Police Chief Jim Roop, observed during 2004, that there was and is a need for a bicycle safety program. The Chief felt it would be another key ingredient for public safety, especially for bicyclists of all ages, and it would provide for safer/more injury free environment and lessen incidents of vehicle and bicycle collisions in the Town of Haymarket VA.

In one incident, that was observed by a non police officer resident of the Town Of Haymarket VA, Police Chief Jim Roop stopped a teenage bicyclist at 9:45 pm. Chief Roop had the teen safely secure the bicycle and made sure the teenager arrived at the teen's home safely. Instead of issuing a traffic ticket, and in with complete agreement with the teenager's parents, Chief Roop agreed to allow the teen to attend the safe bicycle course. Chief Roop made it clear to the parents and the teenage, since they agreed, that the teenager was to attend each session without arriving late or leaving early, and must pass the safe bicycle course.

And I am as sure as I am writing this, that if the teenager is seen again in violation any bicycle traffic law that the Chief might not be as lenient.

I am sorry for the servers who have to bring the buckets of feed to your table when you go out to eat, I’m sorry for the poor springs in your mattress, I am sorry for the engine in your car that has to struggle to get you places. GlenP please answer me one question. Is it true that you and Sheila were kicked out of an "All you can eat" buffet for consuming to much food? And as far as breaking the law, we could argue all day long about VA code, but you have to admit you two together break the "laws of nature". Just something for you to think about.

This section is for REAL News articles. Not the ones that you believe happened or the ones that you have made up.

Also - If you locate the REAL news articles from 2004 (you obviously are reaching for good press on the Chief) you will find out that the Bicycle safety program was NOT the Chief's idea but State Farms.

Please get your facts straight. You are starting to remind me of Glen P with all your wrong facts. :-)

News events from 2004???

1) So, "watchdog", tell all, was this 'police impersonator' case the result of an on going police investigation or the result of a coincidence?

2) You obviously have a problem with anyone who does post some good and real news about Haymarket's Police Chief Jim Roop.

3) My gosh, news from two years ago seems to follow with whatever the person had in mind when he or she created this 'Haymarket Officer Hoffman catches police impersonator', which, according to the author of this particular topic, happened approximately two (2) years ago. Note: April 5, 2006 - 'Haymarket Officer Hoffman catches police impersonator' topic is missing from the townofhaymarket.info unofficial web site.

4) Why not put up the story of when Haymarket Police Officer Avey (I think that is how is name is spelled), who performed CPR that saved a man's life (heart attack victim) a few years ago? After all, he like Robert Hoffman, is a former Haymarket Police Officer.

5) And in another unrelated event, I heard that, at one time (don't know if its still there) there was a quantity of cocaine in the evidence room at the Haymarket Police Department a few months or years ago; why not post that story and the Police Officers involved with that case?

And, Haymarket's Police Chief Jim Roop did and does recognize the need for a bicycle safety course/program. And you now have the facts about the teenager, his parents, and Haymarket's Police Chief Jim Roop, all of which was witnessed by a resident of Haymarket.

But, What I am wondering where exactly in the story that I wrote does it say that it was Police Chief Jim Roop's "idea". After all must I remind you that you wrote - "This section is for "REAL News articles". "Not ones that you believe happened or ones that you made up." And seeing how you insert things like "idea" and in one of your other comments "dog" when neither are mentioned or implied in either of my stories, you certainly do have a tendency to add to; take away from; and to bend the truth for some reason.

I see nothing irregular in reporting that Police Chief Jim Roop was witnessed in support of such a program, and that he recognized the need for such a program.

Police Chief Jim Roop Leads Drug Raid.

During the Winter of 2005, late on a Friday night, Haymarket's Police Chief Jim Roop lead a small joint police (mutual aid style) task force on a drug raid. Although it was a small raid it has stopped one more drug user who was in the processes of involving a teenager in the use of marijuana and other illegal drugs.

Drug users of this nature are a menace and a danger to any community. This particular case involved an adult, endangered the welfare and life of a teenager. The association between the adult and the teenager where on a path to introduce and involve the teenager in illegal drugs, and has financial impact on the household where the drug user lived.

I was out taking a walk and happened on the raid. What I have written here is from my personal observation and I was at a distance outside the parameters established by the police who were conducting this particular raid. No more is available at this time. Absolutely nothing written/presented here is from any type of quote or paraphrase from official police reports or records of that incident.

Its quite evident that in order to have a successful Police department the community needs a Police Chief like Jim Roop; as well as Police Officers who are willing to work with the Chief.

Chief Roop's community contacts along with professional association with other police departments in the immediate area are only two of the key ingredients to providing a safer and a more crime free Town Of Haymarket.

Roop leads Raid

WOW...this sounds awfully familiar to the bust that happened on Jefferson Street one cold Friday night, where Officer Kenworthy, Reserve Officer Benjamin and Reserve Officer Levy made the exact same type of arrest. What a coincidence! That was a heroin arrest and juvenile arrest.

But in my story, Roop was at home with his drug dog and didn't come out to assist. He didn't want the dog to come into a house where needles were present. He was called by one of the officers to bring the dog out, but refused.

A few days later, the Chief did get involved, but only because child protective services came out to investigate the welfare of the minor.

So, keep posting your anecdotes to praise the Chief and dog. I will then search through notes to find the real details and insert the names of the actual officers involved.

Hmmm Interesting

Please do not tell me that you are having a problem with Police Chiefs and Police Officers having contacts. Especially contacts who, in this case, the teenager had done some residential chores weeks before the arrest and sometime around the time resident M filed a complaint.

Got anything else to falsely accuse others of, watchdog, whoever you are.

Its like you and skinsfan have stated before, responsibility usually comes from the top. I am gonna add, it takes teamwork - to include residents and the police department to end and prevent crime. Like utilitarianist said and I am saying now, the Chief was conducting an investigation weeks before the arrest.

And I certainly do not know how much noteworthy information that the Chief collected. I know one thing, the teenager did the chores around here, without incident or illegal activity. However, my guess would be at this point-in-time, and from what you have posted, although the Chief or Sergeant should be posting tasks, if the case is lost in court then the Chief is not responsible. And, I would have to agree, especially if he was off duty and at his home.

Like I said, I do not know all the details but it all together ended the illegal drug problem from that source. And I am not saying that it did not include Kenworthy, Benjamin, and Levy. Nor would I post all that I know in here, not to say that I know anything; not in this informal/unofficial forum nor any other place like it.

Where the substance

If there was an investigation going on at that house, wouldnt you think the HPD officers would be notified. At least to watch out for anything the Chief was "so called " investigating. But none of the 3 officers mentioned know anything about an investigation prior to the drug incident. It seems like the Chief was putting a fast one by you.

i don't think this is an effort to have anyone charged with anything. you don't even know who made the forum topic in the first place. i believe whos who is only giving his or her imput on the fact that you are living with someone that you aren't married to, which is against the law, the same way you give your imput on everyone else's life that gets thrown on this site. if you can't take it, then you need to stop trashing others. what goes around - comes around.

GlenP sounds like your taking your ball and going home. If you want to call someone a fool, look in the mirror. I have made very good points and you can only reply in circles. You seem to me to be a person who was bullied as a child. I’m sorry for that, maybe you should get counseling. Glen I thought you knew that a good listener is better than a good talker. Instead of getting red faced at your computer, take constructive criticism.

The state Supreme Court yesterday struck down as unconstitutional a 19th-century Virginia law making it a crime for unmarried couples to have sex.

"We find no principled way to conclude . . . that the Virginia statute criminalizing intercourse between unmarried persons does not improperly abridge a personal relationship that is within the liberty interest of persons to choose," said the decision, written by Justice Elizabeth B. Lacy.

The ruling strikes down a law criminalizing fornication as a Class 4 misdemeanor punishable by a fine of up to $250. The law had been on the books since the early 1800s but has not been enforced against consenting adults since 1847, lawyers said. The court based yesterday's ruling on a 2003 U.S. Supreme Court decision overturning an anti-sodomy law in Texas.

What night in 2005? Do you just make this stuff up? Joint police task force? So what you mean is that Prince William County had to respond because the Chief wasn't logged on at Dispatch to take calls like he supposed to be. I really doubt the Chief was working the night you suggest.

If so, what date? What is the address of the call and where is the proof?

Haymarket's Police Chief Jim Roop Saves Elderly Woman

Police Chief Jim Roop, while on duty in Haymarket, VA late on a Saturday night, responded to a call from an elderly woman. It was one of the coldest nights of the 2005 Winter season, with winds gusting in the 30 mph range. Immediately, upon arrival, Chief Roop found the elderly woman to be somewhat warm sitting in a chair in her livingroom bundled in layers of clothing and wrapped in blankets. The temperature in the downstairs area of the home was in the 50s F and dropping.

Chief Roop, then, made several attempts to reignite the furnace in the elderly ladie's home. Unfortunately, the furnace kept going out because the chimney cap was missing and the high winds prevented the chimney from properly drafting.

Haymarket's Mayor Pamela Stutz and Haymarket's Towncouncil Member Sheila Jarboe responded to Roop's telephone call for assistance.

Although a stay over was offered until repairs could be done, it was the elderly woman's request that she remain in her home. The elderly lady stated that her kitchen and livingroom could be sectioned off from the rest of her home. Chief Roop asked a nearby neighbor if he minded going to a local hardware or lumber store to get a space heater that would provide enough heat for her home.

Long story short - Chief Roop took the money from his own pocket and paid for the heater that Lowe's suggested would properly heat the space in her home. She was provided with means of communication; Roop, Stutz, and Jarboe agreed to check in on her at different times until the heat could be properly restored. The electric radiator style space heater did its job.

I learned tonight that Town Council Member Robert Weir was contacted sometime during the incident and was involved.

Police Chief Jim Roop Comes to Work Today!

Residents of the small town of Haymarket were joyfully surprised today. What was the occasion? They spotted Chief Roop driving arrive town today. However, their joy was short lived when he was later seen out of his vehicle at Town Hall. Residents soon realized that he was in plain clothes and driving his personal automobile.

Resident Nancy Jones states, "I'm sure we will pay for his visit to the town today anyway. I hear he always puts in his timesheets whether he is at work or not." Another passerby states, "I just don't think it is right for us taxpayers to pick up the tab all the time."

As you can see, just another day in this lovely small town for the citizens of Haymarket.

Do I need to post Ian Shapiro's written article in The Washington Post - paraphrased and quoted from Official Police Reports on this web page too in response to your comment about the "trumped up accusations". That aint no question either - its a statement.

I would head to Charles Town Slots for a night out gambling or Atlantic City or Las Vegas or North Carolina. But wait if I owned the establishment, at those locations I could legally take a percentage of the "put up" or "buy in" money so I could go on to a table where I could place anties and wagers. Even at those locations there are armed guards with badges who look after the house's money, usually kept in a brief case or other types of money bags.
