Many people complain about things they don't like in their government. Few do anything about it. Not so for Nancy L. Bailey, 58, who died on Wednesday.

Bailey spent nearly 20 years of her life working for the betterment of the town of Haymarket.

Shortly after she and her husband, Edward W., moved into the community she began attending meetings of the council and bringing up subjects she felt could improve the town.

She then served on the planning commission and on the town council, her last term being 2000-2002.

"Nancy was a very dedicated public servant, always in attendance and prompt at her meetings. She was very intelligent and probably knew the code book better than anyone in the town," said Mayor Pam Stutz.

"We had been good friends for a long time. Nancy was a very nice person, spicy at times, but you always ....
