Town Pays Police Chief Overtime?

It has recently come to my attention that the town has paid the Police Chief overtime. Why? He is a salaried employee! Once again, the citizens of Haymarket are suffering due to the Town Council. What other jurisdiction in the state pays overtime to their Police Chief?

Police and overtime

1. A department of less than 5 full-time law enforcement officers does not have to pay overtime. So no officers should be getting OT right now.

2. The chief would qualify for OT if there were 5 officers or more because he is supposed to be out patrolling with his dog.

3. The chief wrote only two citations in for the entire year 2005, both on 12/26/05. For February 2006, he had 3 court cases.

4. The average paid patrol officer normally writes between 30 and 50 tickets per month in the town.

5. The chief has not made a single case with his K9 unit since the town invested to maintain a dog.

6. The chief actively fought to keep the records of his town owned cell phone from council members because he was afraid that "informant's" information may be on the cell phone. The cell phone information was requested by council members because he had been allegedly calling council members late at night in an intoxicated state, ranting to each council member. He had also been accused of calling an employee's wife and making rude comments.

7. The chief actively fought against a common practice called "marking in". This is when a police officer tells dispatch via radio "I am here and on duty, available for calls". At the end of the shift, police "mark out" essentially telling dispatch "I am off duty and no longer available for calls". This is done for several reasons:

a. to let dispatch know they have an officer in a given area to respond to requests for assistance from citizens.
b. to let dispatch know to periodically "check" on the officer to make sure he has not been injured, killed, or otherwise disabled while on routine patrol.

9. The chief fought against the installation of a simple time clock for employees to use to help track their time.

10. The chief routinely told the payroll specialist for the town "pay everyone a full paycheck unless I tell you otherwise" for pay periods where he didn't submit documentation that he, or other employees, had worked the required number of hours for a full paycheck.

11. Until forced to do so last year by council, the chief never turned in a time sheet for himself, his officers, or his support staff.

12. The chief eventually told the town he had amassed a huge amount of compensatory time and he wanted to be paid for it. The problem was that he was unable to provide any real documentation to support his claim of earning all these hours.

13. Based on random sampling of monthly fines generated by the police in Haymarket, when the department was 3 people, the average monthly fines were about 6k, when they went to 4 people it jumped to about 15k, when it went to 5 people it dropped to about 12k.

Summary:

The chief has actively resisted all attempts to make him accountable to the council (and thereby the tax payer) for his time, whereabouts or activities. He signed a settlement agreement with the town which required the town to pay him between somewhere between $10,000 and $20,000 in cash to make his comp time problem disappear. His management has made the department less effective while costing the taxpayer more (remember that 5 officers meant that everyone got overtime). The chief, who is supposed to be in the office running his department, has a K9 unit which has to be on the street to be effective resulting in both being nearly useless. He has done most of this with the consent, active guidance and help of several current council members.

Now, based on the latest post article, it appears that he is demanding that he get back pay for his suspension.

Conclusion:

If he is a "patrol" officer, as he must be with a K9 unit, he is a lousy patrol officer making no cases with the K9 since the town got the dog (almost two years ago) and only writing a handful of tickets in 18 or so months. If he is an administrator, which the chief must be, he has made his department less effective and more costly to operate - a failure by anyone's standards. Not to mention the long string of public relation debacles that he has either created or failed to stop.

Bottom line:

The town either has an incredibly ineffective patrol officer or an incredibly inept chief. Either way, our council members have repeatedly defended his dismal performance and most recently in a truly stunning show of self delusion, refused to accept his resignation. And now, they will be forced to address his demand for back pay.

I figure it was not my comment back at your original 'Key to the Town' posted comments - entirely - but rather that the "Godwin Law" rule had been broken, and someone made you remove your posted comments that I spoke out against; and that means that you need to be supervised, constantly!

Second to that, you make immature attempts to blame others for your goof ups!

And third, you certainly are not a leader!

As far as me getting a life - I agree with 'haytemark' - this web site is waste of time and effort in the way its being used - my summation - its a FARCE!!

You know what "Watchful Eye", whoever you think you are today, I have not seen a swastika nor any other indication of what you have written about in or around any of the current Town Council or Mayor. And I certainly would not follow your advice if I were a woman; you have stereotyped all woman in your words! As far as I am concern your comments that I read under 'Key To The Town!' are biased and sexual harassment by the nature of the tone and the atmosphere that you create, that makes for a hostile condition. You are not better than you advocate.

If there is an ounce of what any of you are saying and it happened before the July 2005 decision by the Town Council, then the decision was made.

By-the-way, I would like to know your name. I want to warn the daughters about you. And, I want to stay away from you.

I've worked before as an kindergarden teacher and did not see the whining I have on this site. If you are that unhappy with your town why are you not attending meetings and you say you can do better I dare you! I volunteered for many years and I saw the same volunteers time and time again, YOU CRY BUT YOU DON'T CONTRIBUTE. Lets see you finally get off your butts and really work all I see here is crying boo-hoo.
why don't you grow a pair and make a difference.
I used to attend all the meetings but I could not bring myself to keep attending them and do you know why? it is all the whining and back biting and seeing no real business attended to because someone does not like someone else. SO SAD and SO SHAMEFUL What is so bad about agreeeing to disagree and go on with helping the town instead of undermining it.
If it sounds like I am mad as hell you are right it is hard to sit back and watch as this one person or persons tear this town apart with ennuendos.

Whe I said what I said it is not the police force auxillary that I was talking about.
It is all this whining on this site, names cahnged so stuff can be said without anyone knowing who is saying what. I still stand behind what I said it does not change the fact that this is an ongoing situation that has been happening in this town for more years than I care to remember.
All this smacks in the face of the same ole same ole. There is always unhappiness from some and are hell bent regardless if there is substantiation of complaints, and most are from a single point of view or very few points of view. I like I have said before have volunteered many times over the years and I see the smae poeple having to do alot of stuff noone else wants but yet they are always on hand to complain THAT IS HOW I SEE IT.

Sitting behind my screen and crying

No...I'm not crying..but I'll tell you what did almost bring tears to my eyes. The picture of the chief holding MY baby. I am not complaining nor ranting nor whining. I make NO innuendos. Why am I sitting behind this screen. Maybe becuase my husband lost his job, maybe becuase his pay was cut 4 days before christmas when we had 7 kids to try to buy for. When all he tried to do was work for some extra cash for christmas. I can't do anything but sit behind this screen becuase maybe we can't afford a babysitter. And I stay home to raise the kids. But that is life. I am happy he no longer works for people who didn't appreciate the extra time he spent working on cars, putting in lights, answering every phone call from every police officer or auxilary at sometimes 2 am only becuase they had no one else to respond to them. Training almost every officer that was hired. Making sure they knew how to do their job. Stopping by the chiefs house to check on him and make sure he was ok, then sitting there listening as he was called a peon and his wife was degraded. Answering calls on his personal time from people in this town. Sheetz, Tow truck drivers, restaurant owners. He gave more of his time to this town then he gave his own family. But you wouldn't know that. In your mind I'm just a biased disgruntled wife. Working for this town was his life. YOUR?? mad as hell? I have been for going on 2 years now. But that is neither here nor there. I suppose we all feel wronged in some way. But do not shout at some of us saying we do not contribute. The way I contributed was having my husband as a police officer and not at home. Please direct your "anger" somewere else.

Does David Taylor not manage a security firm? I belief that the company he works for is always looking and has always had room for experienced security personnel. And, I bet that Orion has never been taughted as an organization that participates in criminal activity other than to protect against criminal activity.

I think the minutes for that meeting stated that the program would be suspended, pending a report from the PD as to the need. With only 3 cops now...2 of which are the supervisors, I'd say there's a need.

Chief OT pay

I think its pretty bad when you have a town that pays a salaried employee overtime to do nothing but drink coffee & smoke cigarettes at Sheetz and walk his worthless dog. When I found out we had 4 people that worked for free as volunteer police officers and the town gets rid of the program, where do they find these people who run this town? I did not live here when the last elections occurred, but I certainly am going to vote this year. I have seen nothing but negative things about the Town of Haymarket Police Department on the T.V and in the newspaper. The only thing I remember is the Chief being suspended, the officer who chased his wife with an axe and the officer who worked at a poker game. Come-on we can find better people than this to protect our town. At least before we had people my tax money didnt pay to protect us.

Chief OT Pay/PD Issues

I would have to agree with you lawnman...some of the folks on Council see it they way you do...and have voted their minds when it came to trying to make changes. Others on Council, have other ideas and think that the problems with the PD will magically go away. As you have seen...the problems continue to exist and others are sure to follow...if things don't change.

And to think all this drama

And to think all that the citizens get to see are clean cut, well dressed, well mannered, and professional Police Officers doing her or his job protecting us against the criminal activity and who are making the streets safer.

And we also have a fine group of concerned citizens who have families, friends, jobs, personal lives, who have decided that they can make a difference and have found a need to manage the Town of Haymarket (called Town Council) in a pragmatic way. Although the current Town Council has, at times, differences of opinions, they seem to work those differences out amongst themselves, and have found a way to work together.

I hope that most of our current Town Council are relected, because without hope there is no chance.

Too much drama

Are you saying there is no room for improvement? There seems to be unhappy people on both sides posting on this forum, but you seem perfectly content with the everthing? It just seems odd to me that there are so many people who can't see anything good at all going on and then there just as many who can't see anything bad going on either. Perhaps you are in the middle, but it just seems odd that you have no opinion other than that everything is great, all government is to be trusted implicitly and that all cops are just really great guys...seems kind of naive. Do you have an reasons that everything is great, anything you can cite as an example of good government?

Its really apparent to me that some cannot see the improvement(s) past his or her complaints.

Your question about "good government" has been cited many many times in my writing, I am sorry that you cannot see it.

I guess your idea of good government is that they work together yet accomplish little if anything. In fact, the only thing I can think of recently is the purchase of the property with the two old houses on it...no plan...no notice to residents. Is there some secret requirement that the town own at least three junk houses at any given time?? I heard from the building inspector that the town was considering moving their offices into one of those dumps. Anyway, glad you are blissfully accepting of everything the government does for you/to you. Ever consider living in China? They need good, obedient people like you.

I read somewhere amongst all of these comments that Haymarket's Police Chief is in the processes of hiring Police Officers to fill the vacant lower ranks.
