Complaint Filed against Haymarket Police

This website has confirmed that a complaint has been filed against Haymarket Police Department with Prince William Commonwealth's Attorneys Office.

The complaint alledges misconduct by Chief Roop, Captain Berglund, and Corporal Kenworthy in dealing with a minor victim of an alleged officer misconduct investigation.

The complaint from the minor's parents states in part, "I would have made this complaint to the board of directors of the Town of Haymarket, but I know that with past incidents involving the chief and others within the department it gets swept under the table and kept hushed."

The complaint also states, "I was extremely afraid of Corporal Kenworthy’s behavior that he was displaying towards me and his inappropriate sexual questions that he was asking me as a minor without my parents present. I was being accused of being the victim of a sexual misconduct investigation and was being treated like a suspect by his questioning without my parents present."

The minor then states that she tried to file her complaint with the Chief of Police. The Chief asked the Sgt to leave his office and close the door behind him. During the complaint, the minor (17yro) got upset and started crying. The Chief, then alledgely pulled his chair closer and stated, “Why cant you be fat and ugly?"

The complaint goes on to state, I was crying while in the chief’s office and starting to feel very uncomfortable at his remarks. I was trying to make a complaint against Corporal Kenworthy and he dismissed my complaint by telling me a story about a different subject. At that time I did not want to talk anymore and he said go ahead and go home.

It is unknown at this time, what, if anything that PWCA's office is going to do. This information can be confirmed by contacting the Commonwealth's Attorney's Office.

This is the truth

I wont say who the girl is because I'm certain that everyone in Haymarket already assumes or knows, but she is completely embarrassed over everything and I am too. The allegations that were made against both of us were completely false and now I risk losing my job and this young lady is being called names for absolutely no reason other than talking to me when I drive through a neighborhood. How many other residents of Haymarket have ever made a complaint about me talking with them or their children? Nothing sexual ever happened and would never happen. I took my duties as a police officer very serious and I was always professional when I dealt with the public and fellow coworkers. This has been an embarrassment to everyone involved and I am ashame of how the department handled this situation with me and the juvenile. I can not believe the remarks that were said to this girl when she went to make a complaint against another officer and how it was down played.

Did anything come of this yet? With such a serious allegation I am surprised that nobody is running with this. Is anyone concerned about the police department being run by these renegades or is it just me? If this had happened to my daughter I would be in front of the little police department door with all the local news making sure that this was being looked into immediately! hmmmmm

Just another case

This will be just another case against Chief Roop that will be overlooked by the town council and mayor. Does he ever do anything wrong in their eyes. That makes me wonder if they are asleep or ever awake to see what the heck is going on. I hope that someone is dealt with and that includes the mayor! As for Corporal Kenworthy and Captain Berglund, they might want to check on their juvenile laws and refresh themselves. Since when was it ever considered right to question a girl without a parent present especially when it relates to a sexual offense? Great job guys!

keeps getting worse

So after reading the last post on "Officer in Trouble" and thinking I had read it all I read this one. Wow, what a cluster..... What are the Police thinking? They have a victim who is saying she was afraid of the behavior of a person that was trying to investigate a crime because of how he was treating her like a suspect! Great job super troopers on harassing a victim! I hope you feel proud of yourself for making a victim feel like a suspect. Is that part of your training that taught you how to deal with juveniles during a case? I'm not an expert, but I can't imagine it would be the correct thing to do for someone to talk to a juvenile about a sexual misconduct issue without haveing a parent present.

Great job once again Chief on not following through with listening to a person's complaint. You listened to one and now an officer was fired. Yet you have this girl making a complaint against an officer about how she was mistreated during an investigation and he is seen driving around my neighborhood. I feel very safe with my kids playing outside. Did you actually say that comment to her? What the crap were you thinking? What type of person would make such a comment to anyone let alone a juvenile in the middle of making a complaint against one of you officer's. This post just goes to prove my last remarks on the other one to be completely justified. I am very upset if this stuff is going on and I better hear something very soon from the mayor or town council or this new town manager that just arrived. Will this be yet another cover up or will it be dealt with? I want an answer and I deserve one immediately!

This chief was accused of sexual misconduct two years ago and now he's at it again but with a minor. I read some other posts and frankly I don't care who the victim is, if she is making a sworn statement then I would think that it would be worth looking into. I wonder if the chief would even be able to testify on the stand to dispute his case after he was told that he was a liar by the former town prosecutor last year! As for the conduct on Cpl. Kenworthy, is he allowed to interview or interrogate a juvenile about a crime without a parent present? Who is this Berglund guy? I have not seen him around or even heard of his name. How is he involved in this?

Just get rid of the whole force and the town is going to be fine !

I have known him for a long time and I certainly believe that it can happen. Do you remember that incident that he was involved in years ago when his mouth got him in trouble at work? He does not know how to speak with any females or his own officer's without making a sexual joke or talking about having sex with someone that he just saw in town. You may not believe it but it will be a huge surprise once the envelope is opened and the complaint is brought to the towns attention, everyone will get the chance to read it. I also just heard that the complainant has a tape and I just heard it today and all I can say is WOW! He must be the dumbest person ever to make a statement like he did and to not think that this girl would go there ever without a voice recorder to record the entire interview with the chief. Would you like to hear the tape now or once it gets to court to show how screwed up this chief is?! Then would you just say the same comment about how can this really nice guy do something like this? Obviuosly from the other post that I just had to waste my time explaining to nobody else but you, even after I gave a definition and explanation on what is considered slander and libel you still could not take responsibilty for your comment but refer to your friend. This too appears to be a yet another valid complaint against the chief and with what is called "Physical Proof". Not to mention the eaelier implication of workplace harassment by several current and former police officers. I know of atleast 5 or 6 people who know about this that have an outstanding reputation and record that would be looked upon in court to disprove the chief. So believe what you will.

I believe this could happen. The chief has a history with talking too much and flirting with the ladies all over town. When he isn't playing with his dog or drinking coffee or smoking, he is telling some off the wall sexual joke. Just get rid of the entire police department and start over like Dumfries did a long time ago. Will it look bad for the town? Sure, but it would look even worse to keep all these people that have been the sole problem. Just do what should have happened 2 years ago and fire the people and then do damage control with the media. The mayor is going to get a lot of heat over this and so will the new town manager!!!

Fire all of them! The chief and sergeant should have been fired two years ago and the chief certainly should have been fired when he lied to the press and caused the town prosecutor to resign. Corporal Kenworthy needs to be fired as well for harassing victims and making them feel intimidated. Doesn't he has a very open past with coming off too strong with citizens? Lets ask PWC what they think of Kenworthy! All three need to be gone and that is the bottom line. No more of this crap should be happening in the town and nobody needs to be treated the way this young lady was. Shame on the town and shame on the police department. I made a comment on the other post that the town manager is the only one looking into these complaints and I don't agree with it at all. Someone not associated with the town needs to be the one to investigate all these issues and make the decision or recommendation to the town as to what should happen with these officers. It was done that way two years ago and the town tried to be nice and help out the chief and sergeant and look what happened. It started all over again except now they recruited the one person that was covering for them in the past to be a member of the harassment squad. Fire them all! Let PWC deal with the small town. It's not like a lot happens and when something big does happen PWC will respond and take over the scene. It happens every time. Wake up people and see what is really going on!
