Haymarket Police Department
I have been stopped now, twice, by the same Haymarket police officer (he calls himself that anyway), and I am going to contact the local represtatives, about filing a harassment complaint. I am a 19 year veteran of a police department, on disability. The first time that I was contacted by this officer, was when he was attemting to perform radar operations. I was suppposedly caught on radar, first, in an area where he could not have seen me without obstruction(sitting in the church parking lot where there is a large tree and a curve in the way). Secondly, he was operating the radar backwards, looking in his rear-view mirror!! I have 19 years experience in operating both radar and laser units, and have never seen them operated effficiently in this strange manner. There is no way that you can acurately visually estimate that a vehicle is traveling over the speed limit backwards. This is basic training in oprerating these units. Also, you must be able to have a vehicle in the radar's path for longer than when they are on top of you. You must perform these two tasks simutaneously,to assess a vehicle's speed efficiently and acurately. When I went to court, to prove this officer's inadequacies (photos, sketch, etc.), I was told by the judge "although I agree with you, i'm going to side with the officer." I asked for an appeal, whereas the state's attorney, who represents the Haymarket PD called me and was told they needed a "continuation" to another date, because of a scheduling conflict, with the officer. I was never sent a court date after that, and subsequently got a notice from the DMV that my license was going tobe suspended for not paying the ticket.
The second time I was acosted by this officer was this past Saturday. I was following a large moving truck, and we turned from Old Carolina, onto Rt. 55, the truck initiated his flashing lights, and pulled to the right of the roadway, and I safely passed him. The officer completely contradicted my "story" and wrote me a citation, stating that since this is the second contact with me, he would have to send my Chief a letter. He had another officer, with a dog, come to where he stopped me and they laughed and chatted, while I was waiting for him to return to my vehicle. He spoke very demeaningly to me, as if I was some common criminal. He was extremely unprofessional.
Because I am disabled, at this time, because of an on-duty injury, I do not drive my vehicle very often, through Haymarket. I find it very odd, that the few times that I have travellled through there, this offer has stopped me TWICE!!I think he has a personal vendetta out for me, particularly because I fought his ticket in court. I do not thik very highly of the court system here (I have only lived here for the oast year), in that they clearly said that they agreed with me, but found me guilty (no explanantion by the judge at all).
Can I get a fair trial here? Can I travel through the beautiful town of Haymarket, and do my business there, without being harassed by some young unexperienced officer?
I would love some feedback on who I need to contact reference this (can I really complain to their Chief, considering his repeated unprofessional conduct?).
